From April 13 to 18, 2008, the Royal College of Physicians and Surgeons of Canada (RCPSC) and the College of Family Physicians of Canada (CFPC) will be conducting a comprehensive accreditation visit of the training programs and sites of the University of Montreal medical faculty. In early January 2008, all medical residents in postgraduate education at U of M will be receiving a questionnaire on the quality of training, which they are asked to complete ahead of the comprehensive accreditation visit.

Monday, October 22, 2007, Urgent: 2008 PREMs in family medicine—Applications beign accepted October 15-31, 2007

Family medicine residents seeking positions in the 2008 regional physician resource plans (PREMs), which will be in effect from December 1, 2007, must send their compliance notice application forms to the Regional Department of General Medicine (DRMG) of their choice by October 31, 2007. After that date, only regions that have received fewer applications than the number of positions authorized will be able to accept applications.

Since October 12, 2007, all medical residents in internal medicine and paediatrics eligible for “temporary permits” can obtain a restrictive permit directly from the Collège des médecins du Québec, without having to obtain a permit from another jurisdiction.

Thursday, June 28, 2007, Presence of Measles in Québec - Vaccine

Since April 2007, Public Health has reported 14 confirmed cases of measles in the following regions: Montérégie, Montreal, Laval and the Laurentians. These cases are reported in persons between 22 and 39 years old and in persons who are not adequately vaccinated or whose previous vaccination history is unknown. None of the cases had traveled abroad.

On December 13, 2006, Quebec's National Assembly adopted Bill 33 - An Act to amend the Act respecting health services and social services and other legislative provisions. As a result of lobbying by the FMRQ, medical residents now have a seat as an observer on the supervisory committees of the DRMGs of the three agencies within whose areas of jurisdiction there are medical schools.

Over the past few months, some notices have been issued by the Collège des médecins du Québec concerning prescription writing, doctors' responsibilities while on call, and the harmonization of exams between the Collège des médecins du Québec (CMQ) and the two Canada-wide colleges, the Royal College of Physicians and Surgeons of Canada (RCPSC) and the College of Family Physicians of Canada (CFPC).

Thursday, November 16, 2006, University of Montreal survey on medical resident distress

In the coming months, the Federation will be co-operating with the University of Montreal psychology department in conducting a survey on the factors behind the psychological distress found in training sites.

On October 17, 2006, the Federation took part in hearings of the Social Affairs Committee reviewing Bill 33 - the Act to amend the Act respecting health services and social services and other legislative provisions.


Thursday, November 16, 2006, Recourse following adoption of Bill 142 - FMRQ collective grievance

On October 18, 2006, the Federation filed a collective grievance to obtain a salary adjustment equivalent to 4.6% of medical residents' salaries.


Thursday, November 16, 2006, FMSQ pressure tactics

On October 12, 2006, the Fédération des médecins spécialistes du Québec (FMSQ) announced that its members were withdrawing from unpaid activities, including teaching of medical residents. In order to safeguard the quality of postgraduate education, the FMRQ has taken a number of steps.


Monday, November 6, 2006, Rotations outside Canada/MANDATORY professional liability insurance

Any medical residents wishing to perform rotations outside Canada must obtain approval from their program directors and the Collège des médecins du Québec for their rotations to be included in their training and for them to be covered by professional liability insurance specific to those rotations.

Wednesday, June 28, 2006, Retroactivity payment

That's it ! The agreement concerning payment of a pay increase retroactive to July 1, 2003, has been signed by the Minister of Health and Social Services, so establishments can, as of July 8, 2006, send residents their back pay.

Residents' academic year runs from July 1 of one year to June 30 of the next. This year, many hospitals have chosen June 30 to replace the Canada Day holiday, which falls on a Saturday.

The Fédération des médecins résidents du Québec is pleased to advise you that the FMRQ and the Ministry of Health and Social Services have reached an agreement in principle concerning payment of a 2% pay increase, retroactive to July 1, 2003, pursuant to the trailer clause in our collective agreement.
